Need more details to troubleshoot this one........like wats ur operating system,ur explorer version,the text of the error message etc.
With these scant details,only one advise is feasible...reinstall/upgrade ur explorer.

This is because the program is not installed correctly or you dont have internet access. To solve the first, un install what you have installed and download and install it again. To correct the second , check with your internet provider and / or a friend who understands how to set up your computer for internet access.
switch to Mozilla Firefox and you won't have those problems
