That's a very general question, it may be hard to determine, from the information you provided. But there obviously is a number of things that can go wrong. Involving addons, such as macromedia flash, or toolbars. In worst case we may be talking, viruses and/or malware.

You could try to re-install Internet Explore, and see if that works.

As such, you may want to read the followering article, "How to reinstall or repair Internet Explorer in Windows XP":

And "How to perform a repair installation of Windows XP if Internet Explorer 7 is installed".

Also, have you gone trough the troubleshooting?:

Alternatively, you could try another browser such as Safari or Opera:

Or opera:

It doesnt work because it's internet explorer 7.
Try installing it again. If that doesn't help, do a system restore from a point in time that it did work. If that doesn't work, reimage the system.
Dump it and get FIREFOX

It is usually add-ons that cause the problems with IE 7.

If you have Adobe active X, version 6, it will severely interfere with IE 7. You can delete it and download the newest version. I would suggest you go to Tools, Internet Options, Programs, Manage Add-ons, and disable all Add-ons. Then restart your computer, and see how IE-7 works. If it functions, then start to enable the Add-ons a few at a time, until you find which ones are causing the problem.
